What is capital project signal intelligence?
Capital project signal intelligence detects, verifies, and connects early evidence of
planned investment before procurement. It helps commercial teams understand what may be
built, how credible the signal is, who is involved, and whether technical choices can
still be influenced.

How the spec influence window is scored
EM3A scores how much of a project's technical specification can still be shaped, from 0
to 100. The score is produced by a fixed function rather than a language model, and
every factor carries the evidence string it was derived from, so the reasoning can be
checked rather than trusted.
Project phase sets the base score: planning 90, design 75, permitting 60, tendering 25,
construction 10, awarded 5, operational 0. A phrase that mentions procurement anywhere
resolves to the later stage, because once tendering starts the specification is mostly
settled whatever else the phrase says. The timeline then adjusts the score, and a date
that cannot be read contributes nothing rather than inventing an adjustment.
The five bands are Open at 80 and above, Narrowing from 60, Closing from 40, Locked
from 20, and Too late below 20. A phase description matching no known stage returns no
score and no recommended action at all.
